Infrastructure Solutions Architect III – Virginia Medicaid

Lead architecture for Fiscal Agent Services within Virginia’s Medicaid Enterprise System, spanning cloud, integration, security, and modernization. Partner with technical and business stakeholders to guide enterprise architecture decisions and delivery.

Description

  • Direct the technical delivery of a new Fiscal Agent Services module within the Medicaid Enterprise System
  • Govern solution architecture against enterprise standards, technical policies, and broader architecture objectives
  • Analyze integration needs across Eligibility and Enrollment, Provider Services, Third-Party Liability, Pharmacy, and Data Warehousing modules
  • Advise on system interfaces, APIs, data exchange standards, security models, and cloud adoption
  • Produce logical and physical architecture diagrams, data-flow documentation, integration patterns, and technical roadmaps
  • Align solution designs with CMS guidance, MITA maturity objectives, interoperability standards, and federal modularity requirements
  • Work with cybersecurity teams to address NIST, HIPAA, state security policies, and other applicable controls
  • Contribute to architecture governance, technical reviews, and change-management activities
  • Evaluate proposed designs for sustainability, maintainability, and fit with business and technical needs
  • Coordinate with vendors, system integrators, business stakeholders, developers, business analysts, and project teams
  • Provide technical direction across the full solution lifecycle
  • Explain complex technical subjects clearly to technical and non-technical audiences
  • Contribute to modernization programs and enterprise architecture initiatives

Requirements

  • At least 10 years of experience in architectural modeling, data management, and security practices
  • At least 10 years of experience explaining technical concepts to non-technical audiences and working with stakeholders
  • At least 10 years of experience collaborating with vendors, system integrators, and multidisciplinary teams
  • At least 10 years of experience with Azure, AWS, or comparable cloud platforms
  • Strong expertise in enterprise architecture, integration, data management, and security
  • Ability to create and interpret architecture diagrams, data flows, integration patterns, and technical roadmaps
  • Strong analytical, problem-solving, communication, and stakeholder-management capabilities
  • Ability to collaborate effectively with technical teams, business stakeholders, vendors, and leadership
  • Preferred: At least 10 years supporting large healthcare or government IT environments, ideally Medicaid or MES
  • Preferred: Strong familiarity with the MITA framework and federal interoperability requirements
  • Preferred: Experience with Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, and HTML5
  • Preferred: Experience with databases, ETL tools, relational databases, SharePoint, X12, and legacy programming environments
  • Preferred: Strong knowledge of enterprise integration, service-oriented architecture, APIs, cloud computing, ETL, and modular system design
  • Preferred: At least 8 years working with Medicaid Management Information Systems or Medicaid Enterprise Systems
  • Preferred: At least 8 years in state government, public-sector consulting, or large enterprise architecture environments
