Database Engineer III, Oracle (Maryland Remote)

Senior database engineer responsible for Oracle systems supporting federal healthcare finance. The role covers data validation, file processing, performance optimization, production support, and cloud reporting modernization.

Description

  • Develop, optimize, and operate database processing for a mission-critical financial system serving the federal healthcare sector.
  • Manage recurring data validation and reporting workflows, delivering accurate results on schedule.
  • Create, maintain, and enhance Oracle PL/SQL packages and procedures.
  • Import and validate large XML and EDI files.
  • Populate staging and fact tables.
  • Generate outbound data files.
  • Reconcile data across connected systems.
  • Translate ad hoc client data requests into accurate, documented queries and extracts.
  • Explain the data and conclusions behind ad hoc analyses.
  • Optimize queries against extremely large partitioned tables.
  • Investigate and restore failed batch processing jobs.
  • Automate spreadsheet-based activities into consistent, repeatable workflows.
  • Move changes through formal release procedures, including documented testing, security review, and approval checkpoints.
  • Provide production support for released changes.
  • Document solutions so other team members can operate and maintain them.
  • Coach and support junior developers.
  • Help modernize reporting workloads on current cloud data platforms.

Requirements

  • Ability to obtain a U.S. Federal Government public trust clearance.
  • U.S. citizenship, or eligibility to obtain clearance through the Foreign National Government System.
  • Foreign nationals must have resided in the United States for at least 3 of the previous 5 years.
  • Foreign national applicants must hold a valid, unexpired passport issued by their country of birth.
  • Foreign national applicants must provide appropriate visa or work authorization documentation.
  • Bachelor’s degree in computer science, information systems, or a related discipline, or equivalent professional experience.
  • At least 5 years of hands-on experience developing and supporting production Oracle database applications.
  • At least 3 years of experience in data warehousing, financial transaction processing, or regulatory reporting.
  • Expertise in Oracle SQL and PL/SQL, including packages, procedures, cursors, collections, BULK COLLECT/FORALL, dynamic SQL, exception handling, and job or error instrumentation.
  • Experience tuning queries through execution-plan analysis, indexing strategies, partitioned large tables, and datasets containing hundreds of millions of rows.
  • Experience parsing and loading XML, delimited, and fixed-width files within the database.
  • Experience using XMLTYPE/XMLTABLE, SQL*Loader, and external tables.
  • Working knowledge of healthcare or financial EDI exchanges, such as X12 834, 810, 820, 835, 824, or comparable formats.
  • Experience with enterprise batch scheduling platforms such as IBM Workload Scheduler/TWS, Control-M, or Autosys.
  • Proficiency with Linux shell scripting.
  • Experience using Python for data automation and report generation.
  • Experience with Git-based version control.
  • Familiarity with AWS, especially Oracle RDS and S3.
  • Experience working with agile practices, including SAFe and Scrum.
  • Working knowledge of DevSecOps, CI/CD, formal release management, and change control supported by documented test evidence.
  • Ability to manage sensitive healthcare and financial information under federal security controls.
  • Understanding of least-privilege access and controls preventing unauthorized data movement or storage.
  • Ability to optimize processing for dependable execution within fixed production windows.
  • Strong written and verbal communication skills.
  • Ability to explain data discrepancies to nontechnical business leaders and government stakeholders.
