Contracts Manager, Federal Government OT Agreements

Manage federal government Other Transaction agreements and acquisition programs at Booz Allen Hamilton. Oversee negotiations, proposals, compliance, risk mitigation, and contract lifecycles.

Description

  • Manage key contract documents for the Other Transaction (OT) team.
  • Lead proposal and contract capture, implementation, and management across multiple markets.
  • Assess solicitations to identify potential risks.
  • Shape proposal strategies and advise leaders on ways to mitigate risk.
  • Support OT prototype and follow-on production contracts and agreements throughout their lifecycle.
  • Negotiate contract terms and conditions.
  • Help prepare white papers and proposals.
  • Support project delivery and risk mitigation.
  • Advise account executives and program leaders on contract types, regulatory and corporate policy compliance, organizational conflicts of interest, risk management and mitigation, and intellectual property negotiations.
  • Track operational performance.
  • Create specialized contract vehicles and approaches to meet business goals.
  • Draft complex, non-routine contract documents and resolve contractual issues.
  • Collaborate with Booz Allen colleagues.

Requirements

  • At least four years of experience with federal contracts supporting U.S. government programs.
  • Experience negotiating contracts or preparing proposals.
  • Experience with FAR, DFARS, and Other Transaction (OT) authority frameworks.
  • Knowledge of federal acquisition regulations (FAR) and non-FAR acquisition settings.
  • Ability to support complex contract work using specialized vehicles and techniques.
  • Ability to draft non-routine contract documents and apply independent judgment and creativity to resolve issues.
  • Ability to review and interpret solicitation requirements, contract terms and conditions, statements of work, and compliance obligations.
  • Ability to work independently and apply sound business judgment and risk assessment.
  • Ability to travel up to 25% of the time.
  • Bachelor’s degree.
  • Experience with the Department of Defense Software Acquisition Pathway.
  • Knowledge of intellectual property, data rights, and export control requirements for OT agreements.
  • Ability to manage contract portfolios of varying size, scope, and complexity.
  • NCMA professional certification.
