Business Analyst
Analyze requirements, data, and business processes for ICF’s advisory and technology services. Partner with technical teams, government stakeholders, and project leaders to support delivery, testing, and solution improvements.

- Work with business stakeholders to clarify needs, document requirements, and develop functional specifications
- Evaluate process and workflow gaps, then recommend practical improvements
- Examine business data to produce useful insights, identify trends, and prepare reports
- Partner with IT and development teams to incorporate business needs into system enhancements and solutions
- Help project managers coordinate plans, schedules, milestones, and deliverables
- Liaise with government partners and stakeholders to align program work with priorities and requirements
- Develop business cases, use cases, workflow diagrams, and other supporting documentation
- Support user acceptance testing and assist with implementation activities
- Monitor relevant industry practices and methodologies to recommend process-improvement approaches
आवश्यकताएँ
- Bachelor’s degree or four years of relevant experience in place of a degree
- At least two years of experience in business analysis or a related field
- At least two years of experience analyzing data and applying business process-improvement methods
- Strong written and spoken communication skills in English and Spanish
- Demonstrated analytical thinking and problem-solving ability
- Capacity to collaborate effectively across multidisciplinary teams
- Working knowledge of Microsoft Excel, PowerPoint, and standard data or reporting tools
- Ability to balance multiple priorities in a fast-moving environment
- Based in Puerto Rico or willing to relocate there, with availability to travel up to 15% for client visits, stakeholder engagements, and required meetings at ICF’s Guaynabo office
- Candidates outside Puerto Rico must be willing and able to travel there as needed, up to 15%
- Preferred: At least two years of experience using business analysis tools such as Microsoft Excel, SQL, or comparable technologies
- Preferred: Familiarity with Agile, PMBOK, or other project management frameworks
- Preferred: Experience developing reports, dashboards, or performance-monitoring tools
- Preferred: Exposure to geospatial, environmental, or housing programs
