Lead Data Engineer – R and Data Modeling

Lead the development, quality assurance, and operation of R-based numerical models supporting PackUK’s twice-yearly packaging fee calculations. Own data strategy, analytical pipelines, stakeholder coordination, and RPD portal oversight in a remote contract role.

Description

  • Develop and operate numerical models that calculate pEPR fees twice each year, including maintenance and quality assurance
  • Keep numerical models robust, transparent, and suitable for operational use
  • Set the data strategy for the Fees and Payments Calculator teams
  • Define data needs and establish processes for collecting and maintaining essential datasets
  • Coordinate with broader data strategy teams to align approaches and avoid duplicated work
  • Partner across PackUK to inform decisions, policy development, and external communications
  • Manage access to and use of the Report Packaging Data (RPD) portal
  • Work with digital teams and regulators to address technical issues affecting the RPD portal
  • Extend R-based tools for extracting and analysing producer data
  • Use advanced R skills for data manipulation, statistical modelling, simulation, and reproducible analytical pipelines
  • Introduce automated testing and thorough documentation practices
  • Use Git and GitHub to manage version control
  • Explain complex analytical work clearly to non-technical audiences
  • Represent PackUK in settings involving industry stakeholders
  • Work with PackUK colleagues, digital partners, regulators, and external stakeholders
  • Lead small teams or coordinate delivery between teams when needed
  • Strengthen analytical capability and support broader improvement work

Requirements

  • Advanced R proficiency, including data manipulation with dplyr and data.table
  • Background in statistical modelling and simulation
  • Experience building and maintaining reproducible analytical pipelines
  • Experience implementing automated testing and documentation practices
  • Hands-on experience with Git and GitHub for version control
  • Experience developing, maintaining, quality-assuring, and operating numerical models
  • Knowledge of data strategy, data requirement definition, and dataset maintenance processes
  • Experience using R-based tools to extract and analyse data
  • Ability to work effectively across multidisciplinary teams and with external stakeholders
  • Ability to present complex analytical findings clearly to non-technical audiences
  • Strong leadership capability, including managing small teams or coordinating cross-team delivery
  • Ability to develop analytical capability and support continuous improvement
  • Eligibility for BPSS clearance and the UK resources requirement
  • Legal authorization to live and work in the country where the position is based without employer sponsorship
  • Availability to work through a PAYE via Umbrella company arrangement
