Homeless Services HMIS Manager - California Remote

Lead HMIS operations, compliance, data quality, and technical teams supporting homeless-services programs at ICF. Improve the systems and reporting that help communities prevent and end homelessness.

Description

  • Direct daily HMIS operations to maintain dependable, efficient, high-quality performance
  • Deliver data projects, reports, analytics, system enhancements, upgrades, and releases on schedule, within scope, and within budget
  • Establish and maintain procedures for system performance, availability, and data quality
  • Address complex technical and operational issues with HMIS vendors and cross-functional teams
  • Implement HUD HMIS requirements and Continuum of Care HMIS policies and procedures accurately
  • Coordinate with CoC HMIS and data leaders, vendors, technical support teams, and internal and external partners
  • Evaluate funder and policymaker reports for accuracy, compliance, and practical usability
  • Explain technical concepts clearly to both technical and non-technical audiences
  • Partner with HMIS participating agencies and cross-functional stakeholders
  • Lead professional development for data analysts, system administrators, quality assurance specialists, and technical specialists
  • Connect CoC and organizational strategy with HMIS team priorities
  • Provide coaching, performance feedback, and development planning
  • Build a high-performing, inclusive, and collaborative team environment
  • Direct resource allocation and workforce planning
  • Track system performance and identify opportunities for optimization
  • Report to leadership on vendor performance, HMIS participation, data quality, and performance measures
  • Promote organizational compliance standards and established best practices
  • Resolve operational obstacles and improve coordination across teams
  • Advance ongoing improvements to processes, tools, and workflows

Requirements

  • Bachelor’s degree in data analytics, computer science or information systems, public policy and administration, business, planning, or a related discipline; a master’s degree is preferred, and equivalent experience may be considered
  • Professional experience using HMIS and homeless-services data systems
  • In-depth knowledge of HMIS software requirements
  • Demonstrated success managing professional teams and delivering operational or technical results
  • Strong knowledge of data systems, operations, and technical environments
  • Working knowledge of project management methods related to software development and the data management lifecycle
  • Experience solving complex problems involving data or systems
  • Experience interpreting data and analytical reports, assessing policy implications, and presenting recommendations to executive leadership
  • Knowledge of HMIS governance, policy, and administration
  • Ability to turn long-term strategies into near-term operational and tactical work
  • Experience delivering training and technical assistance
  • Understanding of the McKinney-Vento Act and regulations governing CoC, ESG, and other federal mainstream housing and services programs
