Description

  • Analyze medium- to highly complex issues and projects
  • Coordinate documentation of business needs and process flows
  • Research requirements and conduct stakeholder interviews
  • Participate in requirements elicitation, Joint Application Development (JAD), and Design Thinking sessions
  • Record business requirements using Horizon’s established tools and processes
  • Lead requirements walkthroughs and join grooming sessions with business and IT stakeholders
  • Evaluate solution alternatives with solution architects and application development leads
  • Lead efforts to identify and recommend improvements
  • Validate requirements, secure solution approvals, and maintain traceability
  • Prepare technical documentation and high-level solution designs
  • Collect, document, and consolidate work estimates
  • Support the development of business cases and ROI models
  • Provide systems support during testing and following go-live
  • Create and coordinate project-plan tasks tied to SDLC milestones
  • Prepare and deliver forecasts using standard templates or formats
  • Coordinate affected teams to resolve support tickets on schedule
  • Lead resource teams in aligning technical solutions with business requirements

Requirements

  • Bachelor’s degree, or 12 years of relevant experience in place of a degree
  • Six to eight years of related IT experience, preferably in health insurance
  • Experience playing a key role in major company initiatives, with demonstrated leadership experience
  • Expertise in production support, including issue resolution, bug fixes, application monitoring, dashboard tracking, incident management, troubleshooting, process improvement, and automation
  • Experience with claims-processing systems preferred
  • Knowledge of systems development life cycle and implementation methodologies
  • Working knowledge of structured query languages or analytical techniques
  • Ability to apply structure to loosely defined problems
  • Basic understanding of core business functions
  • Healthcare industry knowledge preferred
  • Strong interpersonal skills with the ability to collaborate with and lead teams
  • Experience executing projects and working in a lead role
  • Ability to manage multiple projects while supporting other team members
  • Excellent verbal and written communication, active listening, rapport-building, and presentation skills
  • Fundamental critical-thinking and problem-solving skills, with the ability to begin mentoring junior BSAs
  • Strong PC skills, including Microsoft Office and Visio
  • Working knowledge of programming, development, and technical architecture
  • Horizon BCBSNJ employees must reside in New Jersey, New York, Pennsylvania, Connecticut, or Delaware
