  • Lead development of compliant, competitive proposals for U.S. government and other customer opportunities.
  • Direct each proposal from RFP review and planning through development, reviews, submission, and follow-up.
  • Build proposal teams, assign responsibilities, and coordinate internal stakeholders, remote contributors, and consultants.
  • Create proposal plans, schedules, writing assignments, outlines, volume structures, milestones, reviews, and submission checklists.
  • Review RFPs to identify requirements, evaluation criteria, compliance obligations, and opportunities to seek clarification.
  • Shape proposal outlines and content structures with volume leads and technical contributors.
  • Run proposal kickoff meetings and provide process training when needed.
  • Turn capture plans, strategies, and customer insights into proposal content.
  • Align win themes, storyboards, section themes, and supporting material with capture and proposal strategies.
  • Lead Black Hat, Blue Team, color team, and other reviews; track input and coordinate revisions.
  • Coordinate desktop publishing, graphics, technical writing, and SharePoint or other collaboration tools.
  • Track progress, address coordination issues, and keep teams aligned with deadlines and quality standards.
  • Oversee final production and submission, including compliance checks, delivery confirmation, evaluation notices, and BAFO submissions.
  • Improve proposal methods, templates, process documentation, and reusable materials.

आवश्यकताएँ

  • Bachelor’s degree in business, communications, English, marketing, management, or a related field.
  • Knowledge of project management principles and the proposal management lifecycle.
  • Familiarity with government acquisition processes, procurement requirements, and proposal development practices at the federal, state, and local levels.
  • APMP certification is required.
  • Strong organization and project management capabilities.
  • Excellent written and verbal communication, including technical writing, editing, and presentations.
  • Ability to form effective teams and coordinate stakeholders across functions.
  • Ability to balance competing priorities, use sound judgment, and work under pressure.
  • Strong interpersonal communication with technical, business, and executive audiences.
  • Proposal development experience in the defense industry is preferred.
  • Knowledge of satellite communications (SATCOM) technologies, services, or markets is preferred.
  • Familiarity with SharePoint, Salesforce, or similar platforms is preferred.
  • A master’s degree is preferred.
  • Shipley proposal management training is preferred.
