Circular Action Alliance is a nonprofit social-impact organization focused on building a circular economy for paper and packaging. Its work includes coordinating producer-funded recycling programs, developing and submitting plans under extended producer responsibility laws such as California’s SB 54, and supporting stronger recycling access and responsible end markets. The organization also helps producers navigate participation through registration resources, a producer resource center, fee-setting consultation, and a steering committee. Circular Action Alliance operates across several U.S. states, including California, Oregon, Washington, Colorado, Maine, Maryland, and Minnesota.
