Transportation Fiscal Analyst

Provide Vermont legislators with impartial financial and policy analysis on transportation matters. Research funding issues and prepare fiscal notes, forecasts, recommendations, and testimony.

Description

  • Deliver impartial, evidence-based financial and policy analysis, research, forecasts, and recommendations to legislators
  • Collaborate on transportation finance and other fiscal matters
  • Coordinate with legislators, legislative counsel, Executive Branch agencies, and other stakeholders
  • Develop public policy analyses
  • Give public testimony on issues during the legislative process
  • Support the Joint Fiscal Office on additional policy areas as needs change
  • Work in person in Montpelier during the legislative session, typically January through May
  • Work extended hours during the legislative session

Requirements

  • A master’s degree in economics, business, planning, public administration, or a related field, or equivalent relevant work experience
  • Ability to work independently and collaboratively
  • Strong written and verbal communication skills
  • Proficiency in Excel and data analysis
  • Ability to research state and national financial information and use it to prepare fiscal notes and legislative publications
  • General knowledge of the legislative process
  • Strong interpersonal skills and the ability to build and sustain collaborative working relationships
  • Ability to stay composed while meeting tight deadlines
  • Ability to make difficult decisions under extreme stress
  • Ability to handle highly sensitive or confidential information
  • Ability to analyze and interpret issues and provide impartial expert information in a political setting
  • Ability to maintain confidentiality while handling politically sensitive work
  • Flexibility to work extended hours, nights, and weekends as needed
