Description

  • Lead senior feature delivery as a full-stack software engineer
  • Design, develop, and deploy new web functionality and RESTful APIs
  • Drive development of dynamic hydrographs, NOAA Atlas 15 precipitation frequency displays, watershed delineation tools, and Flood Inundation Mapping visualizations
  • Create scalable microservices in the NWS Enterprise Cloud AWS environment with AWS Fargate, Amazon Aurora PostgreSQL, and S3
  • Design, implement, and improve high-throughput RESTful APIs and OGC-compliant spatial data services
  • Develop responsive and accessible web interfaces for the National Water Prediction Service
  • Connect backend data services to the government-managed HydroVIS platform running Esri ArcGIS Enterprise on Linux
  • Create automated unit, integration, and end-to-end testing frameworks
  • Maintain test coverage and static linting thresholds before CI/CD promotion
  • Review code from internal developers and external community contributors
  • Provide mentorship to mid-level staff
  • Prepare technical release materials for NOAA Change Control Board approval
  • Support community-led code contribution processes

Requirements

  • Bachelor’s degree in computer science, software engineering, information systems, or a related computational field
  • At least five years of progressive experience developing full-stack web applications and APIs
  • Demonstrated success designing, building, and launching public RESTful APIs, cloud microservices, and interactive geospatial web applications
  • Experience working within Agile/Scrum delivery cycles
  • Experience managing merge and pull requests in VLab GitLab or GitHub
  • Experience integrating automated CI/CD testing gates
  • Proficiency in Python, including FastAPI, Flask, Django, and PEP 8
  • Proficiency in Go, Node.js, and/or C/C++
  • Advanced JavaScript and TypeScript skills
  • Experience with React, Vue, or modern ES6+ vanilla JavaScript
  • Advanced HTML5 and CSS3 skills
  • Knowledge of WCAG 2.1 AA and Section 508 accessibility requirements
  • Extensive experience designing RESTful APIs and using OpenAPI specifications
  • Experience with OGC web standards, GeoJSON, Cloud-Optimized GeoTIFFs (COGs), Zarr, and NetCDF formats
  • Hands-on experience with AWS Fargate/ECS, Amazon Aurora PostgreSQL/PostGIS, Amazon S3, AWS Lambda, and API Gateway
  • Proficiency with Docker and Terraform infrastructure as code
  • Proficiency with Pytest, Jest, and static analysis and security tools including Ruff, Flake8, Black, and Dependabot
