Remote Protection Analysis Consultant – Central America and Mexico

Consultancy for the International Rescue Committee to conduct a protection analysis of Other Situations of Violence in Central America and Mexico. The assignment includes developing the report, documenting findings, and presenting recommendations.

Description

  • Lead the technical development of a protection analysis on Other Situations of Violence in Central America and Mexico.
  • Coordinate closely with the IRC CAMEX team and partner organizations.
  • Review and map secondary sources while identifying information gaps and limitations.
  • Develop the protection analysis framework.
  • Analyze and interpret trends, violence patterns, structural and contextual factors, differentiated impacts, and institutional and humanitarian gaps.
  • Interpret and organize collected findings into a coherent narrative.
  • Draft and systematize the protection analysis report, including analytical sections and recommendations.
  • Flag gaps or inconsistencies in the materials received and raise them with IRC for resolution.
  • Incorporate technical feedback from IRC and partner organizations into successive report versions.
  • Prepare the work plan and schedule.
  • Develop technical inputs, analytical matrices, and findings summaries.
  • Prepare the annotated report outline for IRC approval.
  • Submit draft and final versions of the report.
  • Provide content specifications for supporting maps, matrices, and diagrams.
  • Apply an intersectional approach that considers gender, age, migration status, socioeconomic situation, disability, ethnic or cultural identity, and geographic location.
  • Complete the six-week consultancy and address two rounds of review.

Requirements

  • University degree in social sciences, human rights, international relations, sociology, or a related discipline.
  • At least five years of experience in humanitarian protection, protection analysis, forced displacement, human mobility, or violence-affected contexts.
  • Demonstrated experience producing analyses, assessments, or research related to protection risks.
  • Knowledge of the contexts of Central America and Mexico.
  • Experience with qualitative research methods and secondary information analysis.
  • Proven ability to write analytical reports and develop programmatic and strategic recommendations.
  • Fluency in written and spoken Spanish.
  • Preferred: experience with Other Situations of Violence (OSV), gender-based violence (GBV), child protection, or the protection of displaced people, migrants, and refugees.
  • Preferred: prior experience with humanitarian organizations, United Nations agencies, or donors such as ECHO.
  • For consulting firms: demonstrable experience conducting protection studies, assessments, or analyses.
  • For consulting firms: availability of technical personnel with protection and regional analysis experience.
  • For consulting firms: submission of at least two similar products developed in recent years.
  • Submit a technical proposal, work plan and schedule, financial proposal, CV, evidence of previous experience, professional references, and legal and administrative documentation.
  • The financial proposal must be submitted in US dollars (USD), itemizing fees, days or deliverables, and associated costs.
  • Submit at least two similar products developed in recent years.
  • Submit at least two references for similar contracts or consultancies.
  • Deliverables must be provided in Spanish.
