Program Cost and Financial Analyst

Junior financial analyst supporting Defense Health Agency resource planning, spending analysis, and audit readiness. Prepares financial reports and budget execution support for Military Treatment Facilities.

Description

  • Support the Resource Management Branch in developing the Portfolio Resource Management Division’s resource and planning program.
  • Analyze spending plans, reconcile execution, and prepare audit and financial reports.
  • Review Ektropy and other data for individual Military Treatment Facilities.
  • Arrange and lead regular in-depth resource reviews with MTF Chief Information Officers and Resource Managers.
  • Help prepare MTF BAG 4 IM/IT unfunded requirement submissions.
  • Participate in Ektropy, Global Service Provider, CIO Front Office, Financial Management Work Group, Ektropy office hours, and ad hoc resourcing meetings.
  • Review MTF balances against controls, BAG spending, and ad hoc reports.
  • Develop IT touch labor cost projections.
  • Provide Ektropy data and individual guidance to MTF CIOs and team members as needed.
  • Follow financial practices, protocols, standards, and guidelines for responsible stewardship of government funds.
  • Track and maintain records throughout the funding lifecycle.
  • Audit and update data in designated resource and planning tools to maintain data quality.
  • Help Resource Managers and CIOs prepare annual and quarterly budget execution plans, including POM planning.
  • Complete other assigned tasks.

Requirements

  • At least 2 years of experience with a bachelor's degree, no experience with a master's degree, or 6 years with a high school diploma or equivalent.
  • Demonstrated expertise in financial and resource management.
  • Experience preparing accurate, timely financial reports, executive briefings, and ad hoc analyses.
  • Advanced Microsoft Excel skills, including pivot tables, lookups, formulas, and data validation.
  • Obtain or hold a favorable Tier 1 (Public Trust) investigation.
  • Proof of U.S. citizenship required.
  • Defense Health Agency (DHA) and Ektropy application experience is highly desired.
