Onsite Contracts Manager, National Security

Support Booz Allen’s National Security government acquisition programs by managing proposals, negotiations, compliance, risk, and contracts throughout their lifecycle.

Description

  • Oversee key contract records for the National Security team.
  • Manage proposal and contract capture and implementation across multiple markets.
  • Support government acquisitions from capture and proposal development through execution and closeout.
  • Assess solicitations to identify potential risks.
  • Shape proposal strategies and advise leaders on risk reduction.
  • Provide contract support throughout the full lifecycle.
  • Negotiate contractual terms and conditions.
  • Contribute to white papers and proposal development.
  • Support project delivery and risk reduction.
  • Handle contract structures, regulatory and company policy compliance, organizational conflicts of interest, risk management, mitigation, and intellectual property negotiations.
  • Track operational performance.
  • Support complex contracting work.
  • Build client relationships to advance business goals and objectives.
  • Work collaboratively with Booz Allen colleagues.

Requirements

  • At least five years of experience in contract administration, negotiation, and proposal preparation for U.S. government clients.
  • Experience with fixed-price, time-and-materials, and cost-reimbursable contracts.
  • Experience negotiating teaming, nondisclosure, and subcontract agreements as a subcontractor with industry partners.
  • Experience with organizational conflict of interest terms and mitigation plans.
  • Experience reviewing terms, conditions, and statements of work for risks and mitigation measures.
  • Ability to support complex contracting activities and develop creative solutions.
  • Ability to build and maintain relationships with internal and external clients.
  • Top Secret clearance required.
  • Bachelor’s degree.
  • Experience working with Intelligence Community clients.
  • Ability to manage a substantial contract portfolio.
  • Strong written and verbal communication skills.
  • Strong analytical skills.
  • Active TS/SCI clearance and willingness to take a polygraph examination.
  • NCMA professional certification.
