DHA Program Cost and Financial Analyst

Support Defense Health Agency resource management and financial reporting by analyzing Ektropy data, budgets, spending plans, and execution for military treatment facilities.

Description

  • Support the Resource Management Branch in developing the Portfolio Resource Management Division’s resource and planning management program.
  • Analyze spending plans, reconcile execution, and support audits and financial reporting.
  • Review Ektropy and other data sources for individual Military Treatment Facilities.
  • Schedule and lead regular in-depth resource reviews with MTF Chief Information Officers and Resource Managers.
  • Support MTF BAG 4 IM/IT unfunded requirement submissions.
  • Participate in Ektropy, Global Service Provider, CIO Front Office, Financial Management Work Group, Ektropy office hours, and ad hoc resourcing meetings.
  • Analyze MTF balances against controls, BAG spending, and ad hoc reports.
  • Develop IT touch labor cost projections.
  • Provide Ektropy data and individual consultations as needed.
  • Follow financial practices, protocols, standards, and guidelines for responsible stewardship of Government funds.
  • Track and update records throughout the funds life cycle.
  • Audit and update Ektropy records to maintain data quality.
  • Help Resource Managers and CIOs prepare annual and quarterly budget execution plans, including POM planning.
  • Complete other assigned tasks.

Requirements

  • At least 5 years of experience with a bachelor’s degree, or 9 years with a high school diploma.
  • Demonstrated expertise in financial and resource management.
  • Experience preparing accurate, timely financial reports, executive briefings, and ad hoc analyses.
  • Advanced Microsoft Excel skills, including pivot tables, lookups, formulas, and data validation.
  • Must have or obtain a favorable Tier 1 (Public Trust) investigation.
  • Must provide proof of U.S. citizenship to meet the government contract requirement.
  • Defense Health Agency (DHA) and Ektropy application experience is highly desired.
