CI/CD Pipeline Administrator, Systems Engineer III

Administer GitHub Enterprise and GitHub Actions workflows while maintaining secure, automated DevSecOps delivery pipelines. Support Mission Technologies’ naval defense technology mission at NSWC PHD.

Description

  • Administer, secure, maintain, and support GitHub Enterprise environments, organizations, repositories, teams, and related development services.
  • Manage user permissions, role-based access, repository permissions, authentication, and security controls.
  • Define branching strategies, protected-branch rules, pull-request requirements, code-review practices, release procedures, and repository standards.
  • Build, configure, maintain, and troubleshoot GitHub Actions workflows for automated builds, testing, security scanning, packaging, and deployment.
  • Design and maintain CI/CD pipelines throughout the software development lifecycle.
  • Manage GitHub-hosted and self-hosted runners, including their configuration, security, availability, capacity, dependencies, updates, and connectivity.
  • Create reusable workflows, pipeline templates, automation scripts, and configuration standards.
  • Automate development, build, testing, security, configuration, and deployment activities.
  • Integrate unit tests, code-quality analysis, dependency and vulnerability scanning, secrets detection, approval gates, and other cybersecurity controls.
  • Partner with cybersecurity personnel to embed security requirements across the software delivery lifecycle.
  • Support DevSecOps practices that unite development, cybersecurity, testing, infrastructure, and operations.
  • Configure and maintain secrets, credentials, certificates, tokens, service accounts, and pipeline dependencies.
  • Support controlled deployments to Microsoft Azure, Azure App Service, on-premises environments, development and test systems, and other approved hosting platforms.
  • Monitor pipeline execution, diagnose failures and performance issues, determine root causes, and implement corrective actions.
  • Coordinate with development, infrastructure, database, cloud, and cybersecurity teams.
  • Help development teams configure repositories, develop workflows, troubleshoot pipelines, and apply standardized DevSecOps practices.
  • Support source-code, version-control, release, configuration, and artifact-management processes.
  • Participate in infrastructure and application modernization initiatives.
  • Monitor CI/CD infrastructure health, performance, reliability, availability, and capacity.
  • Maintain logging, auditing, monitoring, and operational traceability.
  • Produce technical documentation, procedures, configuration records, architecture diagrams, audit evidence, troubleshooting guidance, and knowledge-base content.
  • Provide technical support, guidance, and training for GitHub Enterprise, GitHub Actions, CI/CD, and DevSecOps.
  • Assess emerging DevOps and DevSecOps tools and recommend process improvements.
  • Explain technical issues, risks, requirements, and solutions to both technical and non-technical stakeholders.

Requirements

  • Five years of relevant experience with a bachelor’s degree in a related field; three years with a master’s degree; no experience with a PhD or Juris Doctorate; or a high school diploma or equivalent plus nine years of relevant experience.
  • U.S. citizenship is required.
  • Ability to obtain and maintain a security clearance for the duration of employment.
  • Current CompTIA Security+ certification must be held and maintained.
  • Relevant experience may include GitHub Enterprise, GitHub Actions, Git, CI/CD pipeline development and administration, DevOps or DevSecOps, build and release engineering, Azure, scripting, YAML, systems administration, Infrastructure as Code, Docker, Kubernetes, automated testing, application security testing, dependency analysis, vulnerability and secrets scanning, identity and access management, deployment and configuration management, logging and monitoring, Agile environments, SSDLC practices, and DoD or Navy cybersecurity environments.
  • Preferred: Bachelor’s degree in electrical engineering, electronics engineering, computer engineering, computer science, information systems, or a qualifying related field.
  • Preferred: At least three years of professional systems administration experience.
  • Ability to climb ladders, work in confined spaces and extreme temperature variations, and lift or move materials as required.
