Descriere

  • Own the target IT architecture for the licensed local payments business, including payment and e-money processing, customer accounts and wallets, ledgers, reconciliation, reporting, and supporting systems in accordance with NBK and AFSA requirements.
  • Direct integrations with Kazakhstan’s national payment infrastructure, including NBK, KCIS, the National Payment Corporation, instant payments, open APIs, partner banks, and Digital Tenge where applicable.
  • Manage connections to state information systems for onboarding, identification, and reporting, including eGov, Smart Bridge, government databases, digital signatures, biometric services, and Financial Monitoring Agency reporting channels.
  • Maintain the technical connection between local licensed entities and Binance’s global platforms, with appropriate separation of data, customer funds, and operations.
  • Implement automated regulatory and statistical reporting for NBK and AFSA.
  • Set the information security strategy and controls, covering ISMS, access management, security monitoring, vulnerability and penetration testing, incident response, and compliance certifications.
  • Lead technology-related regulatory matters, including licensing applications, sandbox documentation, and responses to NBK and AFSA inquiries, inspections, and audits.
  • Govern technology outsourcing and intragroup service arrangements through vendor due diligence, SLAs, exit planning, and ongoing risk oversight.
  • Hire and lead the local technology team across architecture, integration, engineering, infrastructure, and information security.

Cerințe

  • At least 10 years of technology experience in banking, payments, or fintech, including 5 or more years in senior technology leadership as a CTO, CIO, or Head of IT at a licensed Kazakhstan financial institution or payment organization.
  • Practical experience integrating with Kazakhstan’s national payment infrastructure, including NBK, KCIS, and the National Payment Corporation, as well as state systems such as eGov, Smart Bridge, government databases, digital signature and biometric services, and Financial Monitoring Agency channels.
  • Demonstrated success establishing the IT function of a licensed financial entity from the ground up and completing regulatory reviews of IT systems during licensing or inspections.
  • Strong working knowledge of NBK information security and ICT requirements, Kazakhstan’s informatization and personal data laws, and the AIFC/AFSA frameworks for technology and outsourcing.
  • Extensive payment systems architecture experience spanning core processing, ledgers, reconciliation, APIs, messaging standards such as ISO 20022 and SWIFT, high availability, and disaster recovery.
  • Substantial information security management expertise, including ISO/IEC 27001 or an equivalent standard; PCI DSS experience is beneficial.
  • Experience connecting local systems to global or group platforms and managing intragroup and third-party technology outsourcing.
  • Experience in crypto, digital assets, or e-money is a strong advantage.
  • Ability to meet fit-and-proper requirements for a senior regulated appointment where applicable.
  • Excellent leadership and team-building capabilities, with the ability to collaborate effectively with global cross-functional teams in a fast-moving environment.
  • Fluent Russian and English; strong Kazakh language skills are preferred.
