Senior Regulatory and Licensing Program Manager - Remote (U.S.)

Lead Circle’s regulatory licensing programs for digital-asset and payments infrastructure. Coordinate multi-month applications and approvals across legal, compliance, finance, product, policy, and other teams.

Description

  • Manage Circle’s licensing applications from market-entry rationale through approval while overseeing multiple programs at once
  • Create program plans that define sequencing, dependencies, accountable owners, and key dates
  • Collaborate with Legal, Commercial, Compliance, Finance, Treasury, Product, Engineering, People & Workplace, and other cross-functional partners
  • Run working sessions and prepare briefings for executive steering committees
  • Monitor risks across active programs, manage escalation routes, and engage stakeholders early
  • Develop reporting frameworks and performance metrics for senior leaders and cross-functional partners
  • Create and continuously improve scalable service standards for regulatory and licensing programs
  • Assist with external procurement, including scope definition, contracting, budgeting, and delivery oversight
  • Improve the global policy organization’s workflows for consultations, submissions, briefings, and events
  • Act as the program management partner for the global policy organization and help colleagues strengthen planning, communication, and execution

Requirements

  • At least 7 years of experience in program or project management
  • At least 4 years supporting regulatory, licensing, legal, or compliance initiatives within financial services, fintech, or another regulated industry
  • Hands-on experience taking a license, registration, or charter application from initial requirements through submission, or managing a regulatory examination or remediation from start to finish
  • Experience delivering complex programs lasting multiple months and involving dependencies and deadlines beyond your direct control
  • Ability to secure commitments from senior colleagues without formal authority and escalate risks promptly
  • Regular practical use of AI for research, analysis, and internal reporting
  • Demonstrated experience building and launching AI-based reporting workflows, automations, or internal tools adopted by others
  • Excellent written communication skills, including the ability to produce executive-ready status updates
  • Consistent attention to carrying requirements through completion
  • Discretion and sound judgment when handling confidential or privileged information
  • Willingness to support licensing and regulatory work across time zones, including occasional work outside standard business hours
  • Working knowledge of generative AI tools such as ChatGPT and Gemini, including prompt development
  • Preferred: knowledge of stablecoin and digital-asset regulation, including reserve composition, attestations, redemption, customer-fund safeguarding, and payments, e-money, and virtual-asset regimes
  • Preferred: experience working with highly demanding financial services regulators
  • Preferred: fluency in an additional language
  • Preferred: bachelor’s degree in a relevant discipline or equivalent professional experience
  • Preferred: familiarity with Slack, Apple macOS, and GSuite
