International Development Program and Project Manager

Lead DOL ILAB monitoring, evaluation, learning, and data services for ProSidian Consulting. Oversee international labor-program teams, budgets, quality standards, and contract deliverables.

Description

  • Lead ProSidian’s engagement team as project manager and lead evaluator for DOL ILAB monitoring, evaluation, learning, and data services
  • Oversee monitoring programs, assess impact, and convert labor data into practical insights
  • Deliver contract work to high quality standards, on schedule, and within budget
  • Coordinate workflows across specialists, subcontractors, and other contributors
  • Represent the engagement team in day-to-day contract matters
  • Direct the engagement, identify issues, and recommend solutions
  • Manage the project team and enforce quality-control practices
  • Plan and allocate assignments for the evaluation team
  • Coordinate communication between the COR and evaluation team
  • Review evaluation activities, reports, and contract deliverables
  • Provide technical support to ILAB and project personnel
  • Engage clients on programmatic and technical matters
  • Identify and resolve technical and complex evaluation challenges
  • Track job performance and evaluation quality
  • Develop and apply staffing plans, project plans, and quality-control standards
  • Prepare and submit monthly progress reports and final deliverables
  • Oversee specialist-bench operations, including workflow and staffing logistics
  • Maintain a qualified six-weeks’ notice bench of specialists across evaluation methods, sectors, geographies, and languages
  • Oversee workflow, budget, schedule, staffing, quality control, client coordination, reporting, and deliverable review
  • Maintain annual work plans and rolling task assignments
  • Schedule assignments, coordinate teams, and meet delivery timelines
  • Oversee contract governance and global operations

Requirements

  • Bachelor’s degree or higher
  • At least five years of contract-management experience in an international development setting
  • At least five years of experience delivering and overseeing multiple types of monitoring, evaluation, and learning services
  • A relevant bachelor’s degree is recommended
  • Demonstrated equivalent project-management experience
  • PMP certification is optional
  • Experience managing budgets, schedules, staffing, risks, stakeholder coordination, and reporting
  • Strong accountability, organization, judgment, and timely escalation skills
  • Ability to manage travel logistics, e-Country Clearance, and not-to-exceed travel and ODC controls
  • Ability to document and track written COR approvals for expanded scope
  • Ability to coordinate PII, accessibility, and language-delivery requirements
  • Named key personnel status; substitutions require prior COR approval and a qualified replacement within five business days
  • English is the work and site language
  • Availability from 9:00 a.m. to 5:30 p.m. ET, Monday through Friday, with early mornings, evenings, and weekends during fieldwork as needed
