Business Analyst, USDA Federal IT Modernization (Remote)

Translate USDA environmental review processes into user stories and system requirements. Support federal IT modernization modules, workflows, and user acceptance testing.

Description

  • Partner with the USDA Product Owner to document business needs for NEPA environmental review processes
  • Create, refine, and prioritize user stories for USDA staff, managers, executives, and the public
  • Assess environmental review workflows across more than 10 USDA agencies to uncover automation and process improvement opportunities
  • Support the Case Management, Document Library, and AI-based Recommendation Engine modules
  • Lead requirements workshops and stakeholder interviews
  • Keep business rules, workflows, and acceptance criteria documented and current
  • Align USDA data standards and NEPA regulatory requirements with system functionality
  • Support User Acceptance Testing at the six-month MVP milestone and afterward
  • Document process gaps, redundancies, and potential automation opportunities

Requirements

  • Ability to obtain a Public Trust
  • Bachelor’s degree in Business Administration, Information Systems, Environmental Science, Public Administration, or a related field
  • At least five years of experience as a business analyst or requirements analyst on IT projects
  • At least two years of experience supporting federal government clients
  • Experience analyzing business processes and documenting requirements
  • Familiarity with agile user story development and backlog management
  • Strong communication skills for working with technical teams and non-technical government stakeholders
  • Experience analyzing complex business processes and converting them into technical requirements
  • Proven ability to write user stories and manage backlogs in an agile environment
  • Familiarity with federal data standards and regulatory compliance requirements
