Senior Manager, Regulatory Affairs – Energy Markets and Transmission
Lead regulatory strategy on PJM and wholesale electricity policy supporting Rowan’s sustainable U.S. data center development. Advise leaders on transmission, interconnection, reliability, and market risks.

- Lead Rowan’s work on PJM market rules, transmission planning, interconnection, reliability, and large-load policy.
- Monitor and shape regulatory proposals and filings.
- Represent Rowan in PJM stakeholder forums.
- Set policy positions, build coalitions, and engage stakeholders to advance company priorities.
- Prepare comments, filings, and policy positions for PJM, FERC, RTOs and ISOs, and state commissions.
- Coordinate contributions from internal teams and external stakeholders.
- Follow and participate in FERC and NERC proceedings on large loads, transmission, interconnection, reliability, market design, and cost allocation.
- Work with Energy, Origination, Site Development, Engineering, Legal, Commercial, and executive teams to assess regulatory risks and opportunities.
- Shape company policy and align regulatory strategy with business objectives.
- Support regulatory strategy in MISO, SPP, and other organized markets.
- Track emerging policy changes and their business implications.
- Lead engagement with utility commissions in priority PJM states.
- Turn complex regulatory and market developments into practical business guidance for senior leaders and project teams.
- Travel up to 40% for stakeholder meetings, proceedings, events, offices, and project sites.
आवश्यकताएँ
- Bachelor’s degree in a related discipline.
- At least 7 years of relevant experience in wholesale electricity markets, utility regulation, energy policy, or a related area.
- Direct experience with PJM proposals, market rules, manuals, stakeholder processes, and committee structures.
- Experience drafting or significantly contributing to comments, filings, or stakeholder positions involving PJM, FERC, an RTO or ISO, or a state commission.
- Experience in PJM stakeholder working groups and committee meetings, and willingness to attend key meetings in person.
- Strong knowledge of electric market design, transmission planning, interconnection, resource adequacy, reliability, cost allocation, and utility regulation.
- Ability to assess complex technical and regulatory materials and explain commercial impacts, strategic choices, and recommendations to executives.
- Experience handling multiple projects at once.
- Strong written and verbal communication skills, including preparation of memos, briefings, or presentations.
- Experience with tracking tools, data systems, or AI-enabled tools to improve workflow efficiency is a plus.
- Ability to work well in a fast-paced, cross-functional environment.
- Willingness to travel regularly for PJM meetings, regulatory proceedings, industry events, and stakeholder engagement.
