  • Prepare and refine vendor contracts and service level agreements from client templates, exhibits, and supporting attachments
  • Conduct negotiations with the selected system vendor and translate agreed positions into precise, enforceable contract provisions
  • Coordinate contract reviews with the client, state independent reviewers, and federal partners through signature routing
  • Create a contract management plan and schedule addressing scope, responsibilities, milestones, risks, communications, and approvals
  • Establish service level agreements, key performance indicators, and performance-monitoring processes for the modernization initiative
  • Build vendor performance reporting processes and recommend measures to reduce or control risk
  • Adapt corrective and preventive action plan (CAPAP) templates and prepare compliance and risk-mitigation guidance
  • Track and support mitigation of contractual risks, including obligations tied to state and federal funding
  • Coordinate work among program executives, procurement stakeholders, project teams, and legal advisers
  • Create contract and vendor management guidance covering activities such as onboarding and offboarding
  • Prepare weekly updates, monthly status reports, and a final executive review with recommendations for contract reviews, amendments, and renewals
  • Create project deliverables with Microsoft Office, Adobe PDF, Microsoft 365, SharePoint, Teams, Azure DevOps, and DocuSign

Talablar

  • At least seven years of experience drafting and negotiating information technology or professional services contracts for state or local government, including statements of work, service level agreements, key performance indicators, and performance provisions
  • Served as the primary author of at least one major system implementation contract from initial drafting through negotiation and execution
  • Experience leading or co-leading vendor negotiations and incorporating outcomes into formal contract language
  • Experience working with contracts governed by federal funding requirements and oversight, including state independent review or a comparable approval process
  • Three professional references from engagements completed within the past five years who can specifically discuss contract writing; applications without three references will not be considered
  • Excellent written communication skills and experience preparing executive summaries, contract plans, and status reports for senior government stakeholders
  • Proficiency with Microsoft 365, including Word, Excel, Project, and Visio, as well as SharePoint, Teams, Azure DevOps, and DocuSign
  • Availability to work full time, Monday through Friday, from 7:45 AM to 4:45 PM Eastern Time, between November 1, 2026 and April 30, 2027
  • United States residence and authorization to work in the United States; work may not be performed from outside the country
  • No current or previous involvement with a vendor that bid on or has an interest in the client’s child welfare system procurement; disclose any potential conflicts of interest
  • Ability to sign a client non-disclosure agreement, pass a background check, work exclusively on client-provided systems or a virtual desktop, and avoid AI meeting assistants during client meetings
  • Experience with CCWIS, SACWIS, child welfare, Title IV-E, Medicaid, integrated eligibility, or other federally funded human services systems
  • PMP or another PMBOK-based credential, an IIBA certification such as CBAP or CCBA, or a contract management credential such as CPCM, CFCM, or NIGP-CPP
  • Previous experience with a state central IT agency, state procurement office, or vendor relationship management unit
