Senior Budget Formulation Analyst - Remote

Description

  • Support DNC's client at NOAA's National Ocean Service Headquarters
  • Prepare NOS budget submissions for NOAA Headquarters, DOC Headquarters, OMB, and Congress
  • Review, draft, and improve budget justification requests for the President's Budget Request
  • Lead the preparation, collection, and review of crosscut data calls across programs and offices
  • Draft and edit requests and justifications for budget increases and decreases
  • Monitor crosscut data across budget lines and NOS offices
  • Coordinate with financial management centers for the annual President's Budget submission and crosscut data calls
  • Draft and review impact statements reflecting Congressional markups
  • Create, maintain, and present budget exhibits and briefing materials for government audiences
  • Help prepare responses to Congressional, interagency, and intra-agency data calls
  • Work with program offices to adapt technical and scientific documents for external audiences
  • Track NOS program budgets across fiscal years and budget formulation cycles

Requirements

  • Bachelor's degree and at least five years of experience in a related field
  • A master's degree may substitute for two years of experience
  • Federal agency budget formulation experience is preferred
  • Experience with the federal budget cycle is preferred
  • Demonstrated ability to manage a broad portfolio of programs and projects
  • Familiarity with NOAA budget processes and organizational structures is preferred
  • Knowledge of National Ocean Service programs is preferred
  • Strong organizational skills and punctuality
  • Experience using Excel to build detailed tables and monitor budget changes
  • Ability to manage multiple projects in a fast-paced work environment
  • Ability to understand and prioritize customer needs
  • Sound discretion and tact when working with people at all levels of seniority
  • Ability to take independent action after receiving general guidance or direction
  • Effective oral and written communication skills
