Data Analyst – Power Platform Specialist | Entarian | Silver Spring Hybrid

Support NOAA restoration programs through Power Platform analysis, database management, and performance reporting. Build Power BI analytics and improve environmental restoration data workflows.

Description

  • Support strategic planning, performance management, and reporting through data collection, analysis, performance metrics, quarterly and annual reports, and visualizations.
  • Coordinate the creation and revision of business rules for tracking environmental restoration projects.
  • Plan and facilitate team meetings to collect database-user feedback on business rules.
  • Manage data and conduct QA/QC checks for accuracy, completeness, consistency, and compliance.
  • Query, analyze, and troubleshoot data in Microsoft Power Platform, including Power Apps, Power BI, and connected data sources.
  • Build, maintain, and improve Power BI reports, dashboards, data models, and visualizations.
  • Support Power Apps and related data processes, resolve application-data issues, and improve collection workflows.
  • Administer and enhance the Restoration and Conservation Database, including access management, reporting, data requests, and data-quality work.
  • Convert program and reporting needs into database, application, and reporting requirements.
  • Work closely with program personnel and technical developers.
  • Create and run test plans and support user acceptance testing for database and Power Platform functionality.
  • Create procedures, documentation, business rules, and training resources.
  • Deliver user training and technical assistance.
  • Evaluate program data to identify trends, assess performance, and communicate accomplishments and results.
  • Support Restoration Center programs and workgroups focused on performance measures, monitoring data, data management, and process improvement.
  • Provide visualization, reporting, and analytical support with Power BI, Tableau, GIS, and other relevant tools.

Requirements

  • Bachelor’s degree plus six to eight years of specialized experience in data analysis, database administration, information management, business intelligence, performance reporting, or a related discipline.
  • Hands-on proficiency with Microsoft Power Platform, including Power Apps and Power BI, along with advanced Excel and Google Sheets skills.
  • Ability to query, quality-check, validate, and troubleshoot data in Power Platform environments.
  • Professional experience creating and maintaining Power BI reports, dashboards, data models, and visualizations.
  • Background in database administration, reporting, and working with complex data sets.
  • Experience diagnosing data-quality, application, and reporting problems.
  • Experience eliciting and documenting business and technical requirements.
  • Experience supporting system testing and user acceptance testing.
  • Advanced spreadsheet capabilities and experience handling complex data.
  • Strong organizational and project management abilities.
  • Excellent written and verbal communication skills.
  • Ability to work independently and collaborate effectively with technical and non-technical stakeholders.
  • Knowledge of environmental policy, ecology, coastal and marine ecosystems, fishery habitat restoration, or a related environmental discipline.
  • U.S. citizenship or permanent residency required.
  • Ability to pass a background investigation and obtain a security badge for applicable government systems and facilities.
  • Preferred experience includes Microsoft Dataverse, Power Query, DAX, Power Automate, Power Fx, SQL, SharePoint, Microsoft Office, Smartsheet, GIS, federal programs, performance reporting, government information systems, technical documentation, standard operating procedures, and user-training materials.
