Planner, Land Use and Development
Manage land use and development applications for Maricopa County, coordinating agency reviews and preparing recommendations for planning boards. The hybrid role covers current and long-range planning in Phoenix, Arizona.

- Support current and long-range planning initiatives.
- Oversee rezoning, special use permits, comprehensive planning cases, variances, administrative applications, and military compatibility permits.
- Process development applications and coordinate reviews and feedback with County and external agencies.
- Research projects, review plans, analyze findings, and draft recommendations for staff reports.
- Assess project compliance with comprehensive and area plans, zoning standards, and applicable regulations.
- Present assessments and recommendations to the Planning and Zoning Commission and/or Board of Adjustment.
- Carry out specialized studies and planning projects.
- Act as a public and development community contact for planning applications and complex projects.
- Research land use, zoning, and planning topics; compile data and prepare reports.
- Conduct technical reviews of projects for compliance.
- Manage comprehensive plan amendments, zone changes, development plans, plats, use permits, variances, and related applications.
- Help analyze, develop, and document project requirements and costs.
- Offer technical guidance to the public and applicants.
- Coordinate land development matters with County departments and other jurisdictions.
- Take part in public and agency meetings with state and regional planning groups.
- Prepare and present planning materials to neighborhood and community groups.
- Advise architects, builders, contractors, engineers, and members of the public on County development policies and standards.
- Carry out other assigned duties.

- At least two years of planning-related work experience.
- Bachelor’s degree in planning, geography, engineering, earth sciences, urban studies, architecture, or a related discipline.
- Postgraduate education or relevant professional experience may substitute year for year for the education or experience requirement.

- AICP certification and GIS software experience.
- Experience giving speeches, professional presentations, or training.
- Master’s degree in planning or a related discipline.

- In-depth knowledge of applicable statutes, rules, ordinances, codes, and regulations.
- Strong organization and time-management skills, including the ability to evaluate and prioritize multiple tasks, projects, and demands.
- Research and organizational abilities, including managing application case files.
- Ability to review and assess technical site plans.
- Ability to build effective working relationships.
- Effective communication skills, including presentations, customer service, and public relations.
- Proficiency with computers and a range of software applications.
- Clear, concise written and verbal communication, including public speaking and technical writing.
- Ability to deliver effective verbal and multimedia presentations at public hearings and meetings.
- Ability to evaluate and analyze development applications.
- Ability to apply creative problem-solving to challenging planning issues.
- Ability to use community planning and land development technology, including aerial photography, GIS, electronic filing, and case-tracking systems.
