Program Evaluator, Adult Mental Health (Hybrid – Hawaii)

Support Hawaii’s Adult Mental Health Division through legislative reporting, epidemiological research, data analysis, evaluation planning, and stakeholder engagement.

Description

  • Support legislative reporting through evaluation and epidemiological services for the Adult Mental Health Division
  • Collect, analyze, and interpret behavioral health and service utilization data
  • Design and oversee reporting and evaluation systems
  • Coordinate local logistics and data collection support with the Department of Health and partner agencies
  • Review legislation and related materials to document implementation and operational processes
  • Conduct stakeholder interviews and surveys to identify barriers and facilitators to implementation
  • Map data sources and analyze gaps, quality, completeness, and limitations
  • Evaluate the feasibility of linking administrative data across agencies
  • Prepare and submit Institutional Review Board materials when required
  • Create evaluation frameworks, program evaluation plans, and analysis plans
  • Develop standardized tools for data collection
  • Assess data quality and perform preliminary descriptive analyses
  • Recommend future outcome evaluation initiatives
  • Draft and finalize annual legislative reports and support testimony preparation
  • Plan and facilitate meetings in person or virtually
  • Convert technical findings into clear, actionable recommendations
  • Complete additional assigned responsibilities

Requirements

  • Master’s degree from an accredited college or university in health services administration, public health, psychology, epidemiology, social work, public administration, or a related discipline
  • At least two years of professional experience in program evaluation, applied research, health services, or quality improvement
  • Experience applying mixed-methods research designs that combine qualitative and quantitative approaches
  • Experience developing and conducting interviews, surveys, and other qualitative data collection, including coding and synthesis
  • Experience reporting quantitative data, performing statistical analyses, and interpreting administrative and health services data
  • Working knowledge of relational database concepts, data mapping, and data quality and gap analysis
  • Familiarity with Institutional Review Board protocols and human subjects research requirements
